Looks like the covered wagon is too wide to pass the buggy on the narrow road, and the passengers are beside themselves as to how to proceed. Traffic is backed up as another vehicle waits behind the buggy. The man standing on the rock at the side of the road is trying to offer advise on how to get out of the mess.
It’s doubtful that the photo was actually taken in Glen Park. Most likely, it was a generic scene that people could relate to wherever they lived.
